Executive orders are directives to the federal executive branch that carry the force of law within it. They are numbered continuously across administrations and take effect on publication unless the order says otherwise.
Signed date versus published date
An order is signed first and published in the Federal Register shortly afterward, usually within a few days. Both dates appear here because they differ and each matters: the signing date is when the President acted, while the publication date is typically what governs when the order takes legal effect.
What an executive order can and cannot do
Executive orders direct federal agencies and officials in how they carry out existing law and constitutional authority. They cannot create new law on their own, cannot appropriate money, and can be revoked by a later President, blocked by the courts, or superseded by legislation. That is why orders are frequently reversed shortly after an administration changes.
