Some Flock customers publish an optional public transparency page with policy text and, sometimes, usage statistics. This directory lists only URLs a human has confirmed are public. Guessed paths are not added.
Rollups are only over portals we successfully fetched — never presented as a U.S. total. If the list is empty, that is the accurate state of the allowlist.
What a portal is
Flock describes the transparency portal as a public view of policy, usage, and sometimes a redacted search audit. Agencies choose whether to enable it and what to redact. Alto stores aggregate fields only — not plates and not officer names.
Asking a department to publish one
Residents can ask the police department or city council whether a Flock transparency portal is enabled. Alto does not run a petition product and does not scrape login-walled pages.

Flock Transparency Portals — Frequently Asked Questions
- What is a Flock transparency portal?
- An optional public page some Flock customers turn on. It can show policy, usage statistics, and a redacted audit. Most agencies do not publish one, and many fields are redacted.
- Why is my city missing?
- Either the agency has no public portal or Alto has not yet verified a URL. We do not invent paths. Ask the department; send a public URL to the corrections process if you want it considered.
- Can I search my own license plate on Alto?
- No. Alto does not collect, store, or search license plates. Some governments release redacted Flock audit logs through public records. Third-party sites such as haveibeenflocked.com aggregate those logs; they are incomplete and are not Flock’s live database. Alto does not operate a plate lookup.
