House bills are H.R., Senate bills are S. Joint resolutions (H.J.Res., S.J.Res.), concurrent resolutions, and simple resolutions use the same lookup. The Congress number is the two-year session — the 119th Congress covers 2025–2026. If you omit it, the tool uses the current session.
What “latest action” actually means
The latest action is the most recent step recorded on Congress.gov: introduction, committee referral, a floor vote, enrollment, or presentation to the President. It is not a prediction, and it can lag the floor by a few hours. A bill can also be amended or tabled after the action you see here.
Introduced is not enacted
Most bills never become law. Introduction, a hearing, or even House passage still leaves the other chamber, a conference, and a presidential signature. Treat this page as a pointer to the official record, not as notice that a measure is in force.

- What does latest action mean?
- It is the most recent step the Library of Congress has recorded: referral, a vote, enrollment, or presentation to the President. It is not a legal conclusion and can lag live floor activity.
- Does this include state legislation?
- No. This tool covers federal bills and resolutions only. State legislatures publish their own journals, and the numbers are not interchangeable with H.R. and S.
- Is a bill law once it appears here?
- No. A bill becomes law only after both chambers pass it and the President signs it — or Congress overrides a veto. Most measures listed here never reach that point.
